Please Help, Register Problem

Please help. Im like ready to open my site... took my like a week... to make.
Now when one of my friend try to register... is like...
the moment you press register it pop out this message:

Administrators have forbidden any new members.


I was like? what the heck?

Can anybody tell me what I did wrong?
I made sure ''new users'' are on.


Note: I press ''Construction On'' by accident, but I switch it back to off.
Could that be the problem?

Make sure that you are allowing new members.

Admin Panel>Users&Groups>User Options> Allow New Members [X] Yes [ ] No.

Yes. I've already done that...
but is still not letting anyone registering....

Could it be that I accidently press yes on ''Construction''
and I saved it. Then when I realize what it is, I put it back to no.
Could it still be effecting the website? Construction says 24 hrs.

That is the problem. Make sure that you pressed save after marking no on construction.

Nope... I even press saved again. But it still keep saying that same message over and over... what the heck happen?

P.S. What is: Forums on Holiday? [X] Yes [ ] No

Does that mean that your website will shut down on holiday if it no?
????

And someone please tell me how to solve this problem...
am basically crying over 1 week of hard work... T_T
