I want to enable this on my forum:

It allows for technical discussion to take place, and properly display mathematical formulas.

I tried to follow the instructions, however I cannot find how to navigate to this place called for in the tutorial.

As I said, I wish to enable that capability. Which capability? It is called TeXrender. Rather than fill up a page with the data, I provided the link for it.
