Any way to get RSS feeds to open new topics for earch feed?

Sign up for one of the many RSS feed networks and open an account with your forum address. They will provide code that should go on your html page. Whenever a page is updated it will show on your feed.

You're talking about two different issues. Having an RSS feed for your forum only notifies people subscribed to your feed channel that there are updates on your site and what they are.

Now you're talking about having things automatically posted on your forum via someone elses feed. That is not possible without PHP code access.
