ads disabling not working

when i go to my forum config and try to disable ads for all, it doesnt allow me to, it keeps it set as guests. is this something i cant change or does it have to be set for guests. I only want to disable ads for everyone because the ads have nothing to do with my site and not even close to anything id care about having an ad for.

I'd like to mention that I have the same problem but vice/versa. I tried to enable ads for guests (because it's just fair since I get my host here for free) on the second board I made and it wasn't possible. My older forum still has them for guests...
