adding content to portal

I see that people have content added to their portal like announcements and so forth but I do not know how to add stuff like that. In the middle of the portal page, it's empty. Also I don't know if I can add feeds. I don't know if it will let me. I tried something and I did not see a feed appear on the portal page. Please help.
