NEED HELP USER TITLES

Is there any way of adding custom titles for users? I want to make a system so that only moderators may make a custom title which will appear below there user name in posts and/or in their profile.

on my forum, i have some of the things moving from right to left, you can try it on the user names, just put the persons name in between this code:



< marquee > user name in here < / marquee >

(no spaces)

So this means only Admins can change the name? I want it available on their profile to change whenever they want.
