It wont allow new members to join my forum

i have the "allow new members" setting set to yes
but it still wont work.

Do you have it on where you have to aprove them or they get an e-mail that might be the problem.

Hello,

To allow new members to join your forum, please do the following.

Admin Panel > Users & Groups > Users Options > Allow New Members > Yes > Save

i did all that
i allowed new members
no email notification is needed
and it still wont let new members in

Have you activated their accounts if you have set the email notification to 'no'.

Admin Panel > Users & Groups > Inactive Users > Check users > Activate

Check as well that "Forum on holiday" is set to NO in "General / Configuration".
