Is there a way to make guests see a message on the homepage?

Is there a way to make guest see a message on the homepage saying something like "Welcome, Guest. You will have to register to post and see threads." or something like that?

On the portal you can.

Create a custom block.

Once you create a customer block you can then select who see's this message



After saving the settings only that group will see the message

This also works for additional forum and portal widgets

Yes you can!
Go to Adminstration Panel=> Display=> Homepage=> Generalities=> Homepage message

Baring in mind that the Homepage message will show for everyone even those who log into the forum with registered accounts,
