Restricting Inactive Users

Is there anyway to restrict an inactive user? I think one of my users is just logging in to gather information for someone who would not be welcome to join (long very complicated story ).

Is there anyway I can create a group for inactive users so they are restricted to certain parts of the forum?

Just create a hidden group, and add all the inactive members to that group. Set the permissions for that group to view only certain forums.

I tried that, but because they are members the permissions for the group is automatically checked
