I saw a forum who has that.. i think it's neater than the present one.. when you drag your mouse the name changes too.

Something like that could only be done in template editing for Phpbb2

It is a form of either Javascript (If its smooth)
Or rollover codes

I dont actually know the code for this particular function

It could alternatively be a part of their forum host, If its Vbulletin or something it come as standard

What forum?

Well, as Placehold said, it can only be changed with template or css editing.
There is no way to really change it from the Admin Panel, via a button.
