Theme Problems! Empty Theme Problems!

Hello,
I have been haveing some issues with changeing the theme, I have
changed it too phpbb3 Blue Theme, But it wont allow me too change
it somethign diffrent. It keeps the same color of text background and pictures
for background of categroy's and banner and i want that too change but it
wont all it changes is the buttonsand banner...
