A solution
IF YOUR SITE HAS A PORTAL,THIS HAS BEEN SOLVED. SIMPLY CREATE A BLOCK THAT HAS ACCESS PERMISSIONS FOR GUESTS ONLY. WHEN VISITORS ACCESS YOUR SITE THE MESSAGE YOU HAVE CREATED WILL BE DISPLAYED. WHEN THE USER HAS LOGGED IN THE BLOCKS THAT DO NOT HAVE GUEST ONLY ACCESS WILL BE DISPLAYED.

I have found the easiest way to do this is on the portal page. Create a portal block that has "Guest only" permission and it will appear only to guest and disappear showing only the member information once they log in. The message itself can be changed by changing the code on the block. You can place HTML and css, widgets or time appearing messages as you like on this block.
I am certain there are other ways to do it but when I first started no one at forumotion gave a satisfactory and the information I found myself was beyond my programming abilities or access to server-side. When Forumotion added the new portal capability the permissions gave an easy way to add something better than the always-on message available on the index page.
take a look at my forum and what I have done will appear
Goodluck

Re: How to make welcome message change
Sorry that's the only way I know. There is an If the else construct (some I saw even required server side programming!) but good luck getting the info I was unable to.
