Thread title box pops up? Empty Thread title box pops up?

I go on one or two other forums. One of them being MSE, when you go to the forum and there are all the threads if you hover the cursor over the thread title a box pops up with the first few sentences or so of the thread. Any chance of that getting sorted for my forum or is it already an option that i just haven't activated?
