Mouse ove text script ... or code

I got this code that worked in a complete different forum, but not working in my forum. You see text box sometimes when you put your mouse over a word in sites.

Heres the code, have to remove and add new words in:

<font title="text that will show up in the bubble">Text</font>

I'm thinking it doesn't work because theres no HTML Tags in
Administration Panel, General Admin, Configuration. Is there a way to fix this?
