Mailbox Adminstrations,

I know there was another thread about this once before but i can't find it. Can someone either get me to that or explain exactly how this works? One of my administrator's and i were trying to figure it out and couldn't. also it is only the owner of the forum that can set them up? shouldn't they be able to set up there own boxes?
also when i go to click on my doamin name for this it comes to welcome to horde. what is that for? i know alot of questions and sorry if this has been asked already. couldn't find the other threads. thanks.
