Solved Title Topic Length

"The length of the title for this topic must be ranging between 10 and 255 characters"

I was wondering if there is there anyway to change the minimum characters length lower than 10?? I've looked in the admin panel and can't seem to find where I can change it. Maybe I'm overlooking it??

go to General>messages and email>
in the box for messages you should see
change the value to what you want.
