Separating a certain topic from others?

Not a forum, just a topic?
Like uhhh for example, on "Suggestion section" and when you go on "Suggestions for the support forum" and that topic "Suggestion for the support forum - How to." See how that topic is separated from the other topics, how do i do that?

Make it a announcement or a sticky.

In General> messages and email
you can chose to separate Announcement and stickies with:
"Separate annoucements and stickies from the messages :"
* No *With a line *With a table
