i have read the tutorial many times on this topic and just get confused when i have to create a new HTML file. I know i have to insert the code given to me by JustHuman.com. but this does not work out for me

Do you know much about Css?
That could be your main problem

I know CSS in more of an HTML way never really used it for JS or php.

The only step i am confused on is creating the new HTML document.

I am pretty sure that every other step is correct. I am just messing up the code i have to insert into the HTML
