Solved I can't see announcements and stickies!!!!

Hi everyone,
I was surprised to find announcements and stickies disappear from the bottom of the page.
Please help me! I need to post an urgent announcement in my forum.

This looks like the Quick Reply. Click Reply or New Topic and at the bottom look for a + on the Right side and then add it.
