Solved It wont let new people register! It was that administration has forbiden it!

Ok I need help I made a forum but i tried to help my friend register but it said that admin has forbidden it. I dont know what i did! I need help!!! Thanks

Also make sure you have allowed new members to register.
Go to admin panel>User&Groups>User Settings>allow new members it set to Yes

admin panel > general > forum - configuration > scroll down - 'forum in construction' and 'forum on holiday' make sure they are both checked no and save
