No there is no option for this. You can suggest it in the suggestion section.

But you could do is make a forum and make your user request it and then you can say accepted or rejected.

And you would have to manually change the users' name from their profile in the admin panel.

In users and groups>
User options>
scroll down to user settings
Select NO for allow users to change usernames.

If you must, make some kind of announcement or add it to the 'rules' of you site that usernames will only be changed if you PM admin, subject to approval.
