Friend & Foe doesnt work Empty Friend & Foe doesnt work

Ive searched around for friend and foe topics, and i went and made sure the friend and foe feature was set to Yes and saved it. But when i add a friend they dont show up. No one is showing up.

Where should i be looking?

Interesting.
I went to do a test and it kept telling me the members didn't exist.
It took about 4 tries before it went through :/
