Solved problem with new users' registrations

for some reason, people have been complaining to me that they can't register. I can't seem to find out why. I checked my user setting on advanced and all of the other settings. It was set to allow registration. I've been searching for how to do it for hours. Any help would be appreciated.

In addition to making sure allowing new members is set to YES,
check to make sure that forum is on holiday is set to NO
as well as forum in construction is set to NO
