just question .. please answer

hello all i have problems with my forums .. and I have alot of questions need answer :

1- can I download backup for the database to protect my forum of any drop can Happien ? and if yes .. How ?

2- if the agreement who appearing befor the registeration disabled or not appearing befor regisration .. how do I appear it againe ?

3- How do I install the hacks .. like word press ( words who r moving from left to right in the header of the forum ) ?
