Specific Admin Related Access Empty Specific Admin Related Access

Is there any way for me to create a Moderator Group and give them the admin right or access to ONLY the Users & Groups tab, or more specifically, to the Inactive Users list? I would like help in activating user accounts but I don't want to give them full admin rights.

I do not think this is possible. Not that I am aware of anyhow.

No, sorry, this is not possible. Everything that is in the administration panel are for administrators only. Moderators can only perform actions inside the forum itself.
