You can do a newletter

Admin Panel>>General>>Under News Letter>>Write & Send>>type message>>Send

It cant be done. Unless you had your forum set up to when members join they would be put into a Hidden group. Then you can send them a PM Click on the Group>>Write Message>>Send and everyone will have it.

But other than that I would send a New Letter. Just like a PM but its sent to their email.
