I'm sorry to burst your professional bubble, Sanket, but this IS possible to do.

Go to your Administration Panel and click on the "Users & Groups" tab. Next, along the left hand side, locate "Users Options". Now find the setting "Colorize Usernames" and set it to Yes, then save.

Now, along the left hand side, click on "Group Administration". Create a new group, set a color for it, and set it's moderator abilities for each forum it can moderate by clicking on the "Permissions" tab near the top. Fill in the rest of the required fields, then repeat for more moderator groups if you want more.

Now go back to "Group Administration". Notice the numbers next to each group, and little triangles. Click on the triangles to change the order of each group. The smaller the number, the closer to the left on the forum's index page it will appear. Generally, Administrators are number 1, followed the next most powerful group until you reach the least powerful group.

Now you should have achieved what you wanted to.

Due to the thread author not being very clear about what was needed to be achieved, I had assumed that the author wanted to know about how to organize the groups in the legend.

However, if the author was referring to the "Registered Users" moderators being displayed first, then I agree with you in regard to it not being possible on Forumotion.
