First sorry for my bad English!

How can I add notification to a user when he/she log's in.
Some thing like:

Welcome back "USER", good to have you back!

I would like that its on screen always, under the forum buttons.

Fast Short Easy To Alter Way:

1. Navigate to:

Admin Panel\Display\Generalities

2. Add the following to the "Homepage Message" and press "Save"
