Warning bars

With the new updates, I am unable to load the warning bars, in a way that only the moderators and admins can control them. Which setting do I use to allow onle mods and admins?

Edit: I have tried Images Lists set at moderators but It did not allow me to add a list of images.

Conknet, When you create the warning bar(personalized profile)
there is a field where it asks Who can modify the profile field value ?: Select Moderators.
