HELP!! people can't register!

what should I do?? when people press register that pops up: Administrators have forbidden any new members.
How can I change it??

Hello,

Go into your Administration Panel, (make sure it is set to advanced mode), Click 'Users & Groups', under 'Users', click 'Users options'.

Under 'Members', you will see an option that says 'Allow new members', select it to yes, and then hit save.

I've selected it, but can't get any more. what happend?

Admin Panel>> General>> Configuration>> Make sure "Forum in construction" and "Forum on holiday" is set to No.
