This is an issue that the techs are dealing with at the moment. It will be fixed soon, so don't worry. Everyone's having the same problem.

You can do this till its fixed

Admin panel\Users & Groups\User Options

2. Next to "New accounts activation :" select "Automatic" and press "Save"

3. Get some one to try and create a new account, This should then ask the user to confirm a safety code and then should avoid the error message and activate the account,
