watching topics

is there any way to globally turn on "watching topics" for all registered users so that whenever a new topic is created ALL registered members would automatically be notified?

I would like all members of my group - about 130 members to always know when someone adds a new topic, not simply when someone adds a response.

They can come onto the forum. I guess we shouldn't decide what members want to do. Its their choice, which messages to see & which they don't want to.
Also its not possible, they can change it in their preferences.

we are a small organization.
I have to post something in the forum and then send everyone an email notifying them that there is something in the forum. I am simply looking to save a step.
Any suggestions?
If I ask them to do it, some will, some will just forget ...
