I wanted to ask that how can i do something like when a member links-off an avatar to my forum, how can it be automatically change to 150x200?

I don't think that is possible. If there is a setting for it, I have never seen it!
Personally, that is the whole reason to link to off-site avatar --to bypass the size restrictions.
