Hello Bling,
This is called a chatbox.

You can activate it by doing the following:

Administation Panel=>Modules=>Chatbox=>Configuration=>ChatBox configuration=>Activate the ChatBox : Select Yes=>Press Save.

There is no CSS for it,it's a normal chatbox.

oK..WHATS THE CSS FOR FORUMOTION CHATBox?
its ok..
whenever we visit there.....the text bar is ok..and on its place.
