You can do this by CSS. Add this code to...
Admin Panel > Display > Colors > CSS Stylesheet.

background : COLOR;
}

Change the value "COLOR" with the color name you want.

that will be in your (Drop-down menu, form fields and header border color)
it will change the color of the quick reply but will also change your Drop-down menu, and header border color.

admin panel>display.colors scroll down until you see (Drop-down menu, form fields and header border color)change there to what you like and hit save.
