Solved Forum locked

Hi, I read the FAQ on "Troubleshooting: How to unlock your forum," and I followed all the steps.
Yet when I check the forum, it says it's still locked? Are there other configurations that could make this happen? Or is my forum just a slow loader or something?

That means that the forum is lock for members and or for anyone that cant post.

Also those icon are a legend to help users know what symbols mean.
