I know how to add Board Rules to the list bu what do I have to type in for where it says Link and would I be able to edit and put my rules in their so the members can see it?

Hello!
Yes, create the rules and is ensencial to your forum, should be respected by all.
The view is this, try creating a new category just for their rules, so the members can only view a forum with one or more topics of Rules.
