can not load new

Ok here's what i got. I log into my Admin Panel. Go to Display and Pics management

Afterwards i try to upload and replace the fourms current picture thats there. I click on Upload a picture and its brings me to where i can scroll through my computer and get the image that i want. Well i do all of that and then i get an error:

No login and password have been defined in the administration panel of the board.
To access on this page you have to create an account or log in

before entering admin panel do you put your password and username? are you loged in?? or then upload your pictures from servimg and then paste URL then save
