the ban is not working?

today i've had member who open more than 5 accounts on my forum, i was tryng to ban him all day and it's not works... why?

What are you banning with? IP, email or username?

im banning with IP, it's the same IP all the time, i don't know how he can log in on my forum...

That means he changes his hostname, or IP.

mhm, but if he do that he must have diferent IP adresses everytime he enter on my forum right? he got the same IP everytime im sure...
