Modify Topic Title---Not working

I checked the "Alow topic title modification" to 'No', but users still can modify the subject/title!

PLEASE HELP Hello

The thread author can always modify the title, but noone else should be abloe to, other than admin/mods Wink

yeah, other people can't. Can I make it so the author can't, though?

if the author is in the group that dose not have permissions to do it.
