I know this is going to be glaring obvious but how do I change the Charecter title limit for my forum?

Thats not what I mean

When posting a new thread, the limit is between 10 - 255 charecters, I would like to lower the limit of 10, down to say 4,

10 charecters in every title seems awfully step and I'm sure you can change it
