Ability to stop new users making topics untill they have X ammount of posts?

I think there should be an option where we can declare how many posts you need before you can make a topic.

Example: You create a forum, and the ammount of posts you need to create a topic in that particular forum is 25 (example).

I think this would stop newly registered users from coming in to your forum and making a topic straight away, which could be spam of some sort, or whatever.

No. I don't think this sort of discrimination is needed and besides...they can do just as much damage by posting posts than topics...
