Pay for Advertisement

I just have a general question from whomever can answer. Can the Admin of a FREE forum charge for someone to advertise on their FORUM or can they not since its technically not their FORUM to begin with because its FREE

You can earn money on your forum throught advertisements 
BUT; you first need to pay to remove our ads from the site. This isn't because we don't want to block you but because our contract with Google stipulates that you can't have several contract holders on the same web page.
