Yes:

ACP=>Modules Tab=>HTML=>HTML pages management=>Choose your html page you would like to be your homepage and press Making an HTML page my hompage Editer=>Use this page as homepage=>Yes=>Save

When you create the html page there is an option to set it as your homepage.
