How do I change my forums Robot.txt file Empty How do I change my forums Robot.txt file

I have set up Google Webmaster Tools to monitor my forum (www.usercat.com) but the robot.txt file seems to be disallowing access by Google. How do I cahnge the Robots.txt file?
Help please.
