need to change the characters length

I was starting topic and i was posting word (welcome) as title, but it gave me error that the length of title for the topic must be ranged between 12 and 50, how can i change that length, and is there any linit for maximum characters limit, like can I make the charaters limit between 0 and 10.000?

You can change it my doing the following:
Administration Panel=>General Tab=>Messages and Emails=>Topics=>Topics title length=>Change it=>Save

Also,you'll find the forumotion limits here,
