Problem with forum members

I do not know whether I am writing here instead, because I cant speek in English.
Happened to me a problem. My forum members cant post to the forum. They emit a table that only administrators can reply to topics in the forum. Another problem is that it can not sign up new members, they emit a table "Administrators have forbidden any new members." Help me, please.

For your 1st problem.
General>Categories and forums>Configuration
CLick on any forum name
Permissions tab

Set the permissions for th members so as they are allowed to post new topics & reply to topics.

Repeat the procedure for all the forums.
