Would it be possible to make a forum that users can access, but doesn't appear on the forum index?

Yeah, make the forum and then go to permissions and then set the permissions the way you want them.

Do you mean not visable to guests on the forum index? or what?

Because I don't know how you don't make it show up on the index, and your members can still view it.
