What is Flood Control? Empty What is Flood Control?

In two suggestion threads I tried to reply but then another screen came up saying "Flood Control is enabled on this forum. Please wait 40 seconds." I waited 2 seconds, clicked and then it worked. What is Flood Control and what is the need for it if it just stops you replying for 2 seconds, not 40?

Waste of time if you ask me. In a whole year on this site I haven't had this message show for me before, until today... Confusing What is Flood Control? Dawa_

The feature was activated on this forum as well in order to prevent spam messages that will flood the forum.
