Theme Design Software?

Is there a certain software that you can use to design themes and upload them to hitskin? I'd like to do a phpbb3 with the profile panel on the left and such as well as setting up a different profile layout but it can't be done with the admin panel's tools.

There are no proper softwares theme designing but you can you Photoshop, GIMP or Paint.NET to design graphics and images. In addition you can write CSS codes to make the theme look nicer.

i use photoshop all the time. but for stuff like adding a custom nav bar or header, or changing the profile layout photoshop just isn't enough

i mean i see the stuff jalokim does and it completely changes the user interface and i love it, but i have no idea how to do it.

Jalokim does such things with CSS hacks and template editing tricks.
This requires advanced knowledge of coding.

so basically i either have to learn a ton about css or get a pro to do it?

Yes, stuff that Jalokim does is not really easy and it needs to have pro knowledge of coding. You can get help of a pro coder to do it
